EDUCATION

Mr. Byrne attended Webster University. where he earned a Master of Business Administration degree in Management. He attended Christian Brothers University. where he earned a Bachelor of Science degree in Electrical Engineering.

Roch Byrne currently serves as the Deputy to the Commander at the Pine Bluff Arsenal, Arkansas. He was selected to the senior civilian position in July 2016. As Deputy and Chief Engineer, he is responsible for managing the Arsenal’s more than $100 million annual budget, and he oversees all technical matters for the Arsenal. Prior to obtaining his current position, Byrne served as the Director of Ammunition Operations at Pine Bluff Arsenal for eleven years. He was responsible for planning, organizing, and directing the Arsenal’s conventional ammunition production mission. Byrne also served as the Chief of Production Engineering Division for the Directorate of Ammunition Operations at Pine Bluff Arsenal. His responsibilities included the overall technical and administrative management of chemical manufacturing pIants, assembly plants, and other industrial facilities engaged in the manufacture of conventional ammunition. In 1987, Byrne was first employed by Pine Bluff Arsenal as an electronics engineer. In that position, he served as a staff engineer within the Directorate of Ammunition Operations and managed major engineering projects. He developed the plans, concepts, and designs for new and existing manufacturing processes. He also developed methods for continuous improvements on existing production facilities. In 1986, Byrne received his initial civilian government appointment as an electronics engineer at Robins Air Force Base, Georgia. There, Byrne developed and produced computer software test packages for the B1-B Bomber. While employed at Pine Bluff Arsenal, Byrne graduated from the Depot and Arsenal Executive Leadership Program in 2005. He earned a Master of Business Administration degree in management from Webster University in Little Rock, Arkansas, in 1993. Byrne attended Christian Brothers University in Memphis, Tennessee, where he earned a Bachelor of Science degree in electrical engineering in 1986. Byrne graduated from Catholic High School in Little Rock, Arkansas, in 1982.
